【Notice】Students can now apply for Off-Campus Accommodation

Due to increasing requests from students for living off-campus, OEC now allows students to apply for off-campus residence. In accordance with the Law of the People's Republic of China on the Administration of Entry and Exit of Aliens, and other relevant management regulations, combined with the actual situation of our university, OEC starts to receive the application to live off-campus.


Ⅰ. The Specific Provisions on the Management of Off - Campus Accommodation

Article 1: International students applying for living off-campus must meet all following conditions:

1. Honest and trustworthy, consciously abide by Chinese laws, regulations and school discipline rules, respect for local customs;

2. Has fully paid all the tuition, insurance and other expenses;

Article 2:  Those who meet one of the following conditions may apply for living off-campus:

1. Undergraduates (study in school for over one year), master and doctoral students;

2. Where the Parents, spouses live in Zhenjiang City with a legal working permit;

3. Where a residential housing is owned in Zhenjiang city;

4. Where other special circumstances require living off-campus.

Article 3: Tenor

1. A single application for off-campus accommodation shall not be less than 1 year, except for special circumstances that require to move back to school accommodation.

2. After the expiration of off-campus accommodation, if you continue to stay off-campus, you will need to complete the living off-campus application procedures again.

3. If you wish to move back to the on-campus accommodation, you will need to apply in advance before the expiration of off-campus accommodation.

Article 4: Accommodation Fee Refund Process

Students who have paid the accommodation for the current academic year, the overseas apartment shall charge the accommodation fee according to the standard and refund the remaining part.

Article 5:  Off-campus rental requirements:

1. In principle, the rented house must be within 3 km of the University premises (except internship students);

2. The rental contract must be signed by oneself. If it is a shared accommodation, all the tenants should sign the rental contract.

Article 6: Procedures for applying for off-campus accommodation:

1. Fill out the "Application Form for Off-Campus Accommodation" - (attachment - click read more at the bottom of the page) (undergraduates are required to submit a consent letter from the parent or the guarantor). Submit the form to the Student affairs Office of the Overseas Education College. After approval, the rental contract can be signed with the landlord.

2. Submit the proof of the rental contract and parental consent to the Student affairs Office of the Overseas Education College, sign the "Off-Campus Accommodation Registration Form” after the approval.

3. Take your passport, the signed "Off-Campus Accommodation Registration Form", the rental contract and written parental consent, a copy of the landlord or your relative’s identity documents, to the police station for "Temporary Accommodation Registration Form."

4. Take the "Temporary Accommodation Registration Form" to the Overseas Education College Student Affairs Office for the record and take the check-out form.

5. Clean up your original dorm and process your refund with check-out form within 2 days.

Article 7: Application for return to school accommodation, according to the following procedures:

1. Submit the "School Accommodation Application Form" 1 month before the end of the semester;

2. Overseas Education College Student Affairs Office verifies the application;

3. Check in with accommodation form after the approval;

4. If you do not check-in within 2 days after receiving the accommodation form, the application will be invalid.

Article 8: General provisions for Students living off-campus the University:

1. Use reasonable, legitimate means to safeguard your own personal safety and property safety. If dispute occurs, deal with it calmly and contact class teacher timely, if necessary, seek Overseas Education College Student Affairs Office or the public security for help;

2. Notify the class teacher or Student Affairs staff when your mobile phone number or other contact details change;

3. When the address of off-campus accommodation changed, the students need to go through the off-campus accommodation application process again;

4. Consciously maintain the reputation of foreign students and the University.

Article 9: Discipline and punishments:

In the following circumstances, students would be disciplined based on the following penalties ; the specific penalties are as follows, the cumulative deduction of 5 points to give “warning”, 10 points to give “records a demerit”, 15 points to give “observation at school”, 20 points to “exclusion”.

1. Allow the members of opposite sex, other students who do not meet the conditions of off-campus accommodation and others to stay in the room over-night; Deducting 1 point/time;

2. Complained by the landlord, neighbors or other people, Deducting 2 point/time;

3. Do not re-apply for living off-campus after the expiration of off-campus accommodation or the address of off-campus accommodation changes, Deducting 2 point/time;

4. Excessive alcohol consuming, fighting and other bad behavior, Deducting 3 point/time;

5. Those who have been punished because of the violation of Chinese law shall deduct 20 points;

6. Other special circumstances will result in the deduction of points according to formal evaluation.

Article 10: The class teacher should pay close attention to the students who live off-campus, communicate regularly and report to the Overseas Education College if problem occurs.

Article 11: All Administrative Regulations shall be interpreted by the Overseas Education College.


Ⅱ. Other Related Matters

 1. Students who want to move off-campus should submit the Application Form to Live Off-campus and other relevant documents according to the above Provisions. Application Form to Live Off-campus can be downloaded online or got from OEC students’ affairs office. Students should submit the application form to OEC between June 16th to June 30th.

 2. OEC will check the application form within two working days after receiving applications. Students who get approval can proceed to sign rental contract. Finish rest of the procedures before July 7th.

 3. OEC will provide 100RMB as moving expenses for students who move outside and clean the dorm within 2 days after getting the check-out form.
